TECHNICAL SKILLS DEVELOPMENT PROJECT (TSDP)

TSDP Mission

To promote Technical and Vocational Education and Training through a Public-Private Partnership for the purpose of ensuring availability of highly skilled technical manpower for the industrial sector of the Nigerian economy.

ABOUT TSDP

The ITF-NECA Technical Skills Development Project is a joint initiative designed to promote the training and development of technically skilled manpower with appropriate Technical and Vocational Skills to meet the identified maintenance needs of industries.

Industrial Training Fund (ITF)

The Industrial Training Fund was established in 1971 under Decree 47 of 1971 (as amended by ACT, 2011) to:
  • provide, promote and encourage the acquisition of skills in industry and commerce with a view to generating a pool of indigenous trained manpower sufficient to meet the needs of the private and public sectors of the economy;
  • provide training for skills in management for technical and entrepreneurial development in the public and private sectors of the economy;
  • set training standards in all sectors of the economy and monitor adherence; and
  • evaluate and certify vocational skills acquired by apprentices, craftsmen and technicians in collaboration with relevant organisations.
The Decree (now Act) stipulates two sources of funding; which are:
  • Subventions from the Federal Government; and
  • Training Contributions amounting to 1% of the Pay Roll of employers that have 5 workers and above or less than 5 employees but with a turnover of N50m and above per annum.
Consequently, the Fund has had to depend mainly on the revenue from contributing employers whose membership is largely under NECA and within the OPS since its inception.

NECA

The Nigeria Employers’ Consultative Association is the umbrella organisation of employers in the Organised Private Sector (OPS) of Nigeria. It was established in 1957 to provide the forum for the government to consult with private sector employers on socio-economic labour policy issues.

NECA, thus, provides a platform for private sector employers to interact with government, labour, communities and other relevant organisations, in and outside Nigeria, for the purpose of promoting harmonious business environment that will engender productivity and prosperity for the benefit of all.

The Strategic Objectives of NECA includes the promotion of sustainable enterprise and economic development through capacity building and empowerment programmes.

The ITF-NECA Technical Skills Development Project is a joint initiative designed to promote the training
and development of technically skilled manpower with appropriate Technical and Vocational Skills to
meet the identified maintenance needs of industries. The fore-runner of the Project (TSDP) was a
“Joint Survey of Contemporary Manpower Requirements in the Nigerian Economy”, the report of
which was presented to the public in March/April, 2008.


The Survey Findings highlighted shortages as well as low competency levels in the following areas
which are being addressed by the Project, amongst others:
  • Mechanical Maintenance
  • Pneumatics, Hydraulics, Machining and Pipe-fitting (Plumbing)
  • Welding & Fabrication
  • Production Welding
  • Maintenance Welding
  • Electrical & Electronics Maintenance
  • Auto Mechanics / Mechatronics
  • Instrumentation - Automation and Process Control
  • Building Construction
  • Agric and Agro-Allied
The specific objectives of the Project are to:
  • Develop skilled technical manpower capable of meeting today’s maintenance needs of industry in specific trade areas;
  • Promote a Public-Private Sector Partnership Model in Technical & Vocational Skills Training and contribute to capacity building; and
  • Prepare participating youths for life-after-school by raising their awareness of entrepreneurship and job creation as a viable option to paid employment.

RECRUITMENT & SELECTION PROCESS

Recruitment advertisements are published in major national dailies with starting dates, venue and time of the selection exercise. Thereafter, shortlisted Applicants go through a Selection Exercise (Aptitude Test, Oral Interview and Medical Examination).

QUALIFICATIONS

Secondary School Certificate Examination (SSCE)

  • National Technical Certificate (NTC)
  • London City and Guilds in relevant Trades
  • Federal Craft Certificates
  • Good numerical ability and fluency in Communication Skills will be an added advantage
  • Age: Between 18 and 30, depending on the Training Centre


DURATION OF TRAINING

The duration of the training programmes ranges from six (6) to eighteen (18) months, depending on the Trade Area and Centre.
